The Stratosphere as an Operational Domain: SASC Language and Urban Sky's APFIT Award
The Senate Armed Services Committee recognized the stratosphere as an emerging operational domain in its FY2026 NDAA report. Urban Sky's $11.3M APFIT award funds production and fielding of a stratospheric platform — not first-time funding for the category.
The Senate Armed Services Committee, in its report accompanying the FY2026 National Defense Authorization Act (S.Rept. 119-39, July 2025), recognized the stratosphere as an emerging operational domain. It directed the Department of War to develop a comprehensive high-altitude warfare strategy and to accelerate the fielding of scalable, autonomous stratospheric platforms. This is committee-report language rather than statutory text, but such reports guide departmental spending priorities.
The APFIT award
On 20 July 2026, Urban Sky — a Denver manufacturer of free-flying stratospheric balloons — received an $11.3M award under the APFIT program (Accelerate the Procurement and Fielding of Innovative Technologies). APFIT funds the procurement and fielding of mature technologies rather than R&D. Urban Sky describes the award as a transition "from demonstrating innovative prototypes to producing and fielding tactical stratospheric systems at a meaningful operational scale." The nomination was sponsored by U.S. Northern Command and included in the department's FY2026 procurement selections announced on 14 July 2026. APFIT has funded more than $2B and over 100 capabilities since inception.
This is not the first defense funding for stratospheric systems. Urban Sky previously received a $99M U.S. Air Force award (November 2024) and a $30M Series B (February 2025), and the U.S. procures stratospheric flights and platforms regularly. The APFIT award is specific to production and fielding at operational scale.
Assessment
The two developments are consistent. The committee called for accelerated fielding of stratospheric platforms; an APFIT award subsequently funded serial production of one. The systems are marketed primarily as sensing — WALLABEE is a pointing sensor payload, positioned as ISR. The underlying platform capability, persistent access to altitude and payload lift, applies equally to communications: an antenna at stratospheric altitude provides greater range and endurance than a ground mast or an aircraft, at lower cost than a satellite.
